These Terms & Conditions govern your access to and use of the openph platform. By registering an account or using any part of the openph service, you agree to be bound by these terms in full. Please read them carefully.

You must be at least 21 years old to register and use openph. This is a PAGCOR regulatory requirement. Age is verified through mandatory government-issued ID submission before your first withdrawal is processed. Underage use is strictly prohibited and will result in immediate account closure and forfeiture of any balance.
Each player may hold only one openph account. Creating duplicate accounts — whether under the same or different identities — is a material breach of these Terms and will result in the suspension of all associated accounts and forfeiture of any accumulated balances or bonuses, without further notice.
All bonuses, free bets, cashback offers, and promotional credits are subject to specific wagering requirements and conditions. Bonus funds are separate from real-money balances. Attempting to withdraw bonus funds before satisfying wagering conditions, or using bonus funds in a manner inconsistent with the applicable promotion terms, will result in bonus forfeiture.
Withdrawals will not be processed until your openph account has completed Know Your Customer (KYC) verification. This requires submission of a valid Philippine government-issued ID and, in some cases, proof of payment method ownership. This is a PAGCOR and Anti-Money Laundering Council (AMLC) compliance requirement.
openph operates under a PAGCOR license. These Terms are governed by Philippine law. Disputes are subject to resolution under the jurisdiction of Philippine courts and, where applicable, PAGCOR's dispute resolution procedures. Your statutory rights as a Philippine consumer are not affected by these Terms.
All games on the openph platform operate on independently certified Random Number Generators (RNG). Live casino games use real physical elements (cards, roulette wheels) observed via live video stream. Published Return-to-Player (RTP) percentages accurately reflect certified game mathematics and are not adjusted per account or session.

Access to and use of the openph Platform is strictly restricted to individuals who are at least twenty-one (21) years of age. This minimum age requirement is mandated by PAGCOR regulation and Philippine law. openph enforces this restriction through mandatory KYC verification, which requires submission of a valid Philippine government-issued identification document prior to the processing of any withdrawal. Individuals who misrepresent their age to gain access to the Platform will have their Account permanently closed, all balances forfeited, and the matter may be reported to PAGCOR and relevant authorities.
The openph Platform is intended for use by players located in the Philippines. Players accessing the Platform from jurisdictions where online gambling is restricted or prohibited are solely responsible for ensuring their compliance with applicable local laws. openph makes no representation that the Platform is appropriate for access in any specific jurisdiction outside the Philippines.
The following persons are not eligible to hold an Account or participate in any activity on the openph Platform:

To use the openph Platform, you must register an Account by providing accurate, complete, and current information including, but not limited to: your full legal name as it appears on your government-issued ID, date of birth, email address, and Philippine mobile number. openph reserves the right to request additional information at any time in order to verify the accuracy of the information provided.
Each individual may register and maintain only one (1) Account on the openph Platform. The existence of multiple Accounts held by the same individual — whether identified by the same name, device, IP address, payment method, or other identifiers — constitutes a breach of these Terms. openph reserves the right to close all duplicate Accounts, withhold pending withdrawals, and forfeit all balances in Accounts found to be in breach of this policy, without prior notice.
In compliance with PAGCOR requirements and Anti-Money Laundering Council (AMLC) regulations under Republic Act 9160 (as amended), all Players must complete KYC verification before their first withdrawal is processed. KYC verification requires submission of:

You are responsible for ensuring that all information associated with your Account remains accurate and current. You are solely responsible for maintaining the confidentiality of your Account login credentials, including your username, password, and any two-factor authentication codes. You must:
openph will not be liable for any loss resulting from unauthorized Account use where such loss results from your failure to maintain adequate account security in accordance with these Terms. openph will never request your password via email, chat, or telephone.
openph currently accepts deposits via the following payment methods: GCash, Maya (formerly PayMaya), BPI Online Banking, BDO Online Banking, UnionBank, Metrobank Online, Coins.ph, and USDT (TRC20 network). Accepted payment methods are subject to change without prior notice, at openph's sole discretion.
The minimum deposit amount is one hundred Philippine Pesos (₱100) for most payment methods. Specific minimum and maximum deposit limits for individual payment methods are displayed on the Platform's Cashier page and may be updated from time to time.
GCash and Maya deposits are typically credited to the Player's Account balance immediately upon payment confirmation. Bank transfer deposits may take between five (5) and fifteen (15) minutes to reflect, depending on the originating institution's processing times. Cryptocurrency deposits are credited upon confirmation on the applicable blockchain network.
You represent and warrant that all funds deposited into your openph Account originate from a legitimate source, are not derived from any criminal activity, and are not being used to facilitate money laundering, financing of terrorism, or any other illegal activity. openph is obligated to report suspicious transactions to the AMLC under applicable Philippine law.
All transactions on the openph Platform are denominated in Philippine Peso (PHP / ₱). No currency conversion is applied to deposits made in PHP. Deposits made via cryptocurrency (e.g., USDT) are converted to PHP at the prevailing exchange rate at the time of deposit confirmation, as determined by openph. Exchange rates used are displayed at the time of transaction.
A Player must have completed KYC verification (as described in Section 4.3) before any withdrawal will be processed. Withdrawals may only be made to payment methods registered in the Player's own name and verified as part of the KYC process. Withdrawals to third-party accounts are strictly prohibited.
The minimum withdrawal amount is five hundred Philippine Pesos (₱500). Withdrawals below this threshold will not be processed.
Withdrawal processing times vary by VIP tier and payment method:
Bank transfers (BPI, BDO, UnionBank, Metrobank) may take additional time depending on the receiving bank's processing schedule. Withdrawals submitted during Philippine banking cut-off periods (after 3:00 PM on business days) may not be processed until the following business day by the receiving institution.
openph reserves the right to conduct additional verification on withdrawal requests at its discretion, particularly for high-value withdrawals or where the Platform's risk monitoring systems flag a transaction for review. During such review periods, the relevant withdrawal will be placed on hold and the Player will be notified. openph will endeavor to complete such reviews within seventy-two (72) hours.

All bonuses, free bets, cashback credits, referral rewards, VIP benefits, and any other promotional offers available on the openph Platform are subject to specific terms and conditions, including wagering requirements, time limits, game restrictions, and maximum cashout limits, as specified in the individual promotion terms. These specific terms are published on the Promotions page of the Platform and are incorporated into these general Terms by reference.
Bonus funds are subject to wagering requirements before they may be converted to withdrawable funds. The applicable wagering multiple is specified in each promotion's individual terms. For example, a bonus subject to a thirty (30x) wagering requirement requires the Player to wager the total bonus amount thirty times before withdrawal eligibility applies. Not all games contribute equally to wagering requirements — slot games typically contribute 100%, while live casino games and table games may contribute at a lower percentage, as specified per promotion.
openph employs automated and manual systems to detect bonus abuse, including but not limited to: use of multiple accounts to claim the same bonus, coordinated betting strategies designed to exploit bonus wagering requirements with low risk, and intentional manipulation of game outcomes in conjunction with bonus balances. Accounts found to have engaged in bonus abuse will have their bonus balances forfeited, any winnings derived from such activities voided, and their Accounts suspended or permanently closed.
Bonus funds and associated pending winnings may be forfeited without notice if the Player requests a withdrawal before satisfying the applicable wagering requirement, if the Player's Account is found to be in breach of these Terms, or if the Player's Account is closed for any reason before the wagering requirement is completed.
All virtual (non-live) games on the openph Platform operate using Random Number Generator (RNG) software that has been independently tested and certified by an accredited testing laboratory. Certification confirms that game outcomes are statistically random, unpredictable, and cannot be influenced by the Platform, the Player, or any third party.
Published Return-to-Player percentages reflect the long-term statistical average payout rate for each game as certified by independent testing. RTP percentages are calculated over millions of game rounds — individual sessions will naturally deviate from the published RTP. openph does not adjust RTP settings per account, session, time of day, deposit amount, or any other individual variable.
Live casino games involve real physical game elements (cards, roulette wheels, dice) operated by human dealers in a professional studio environment, transmitted to Players via live video stream. Live game results are determined by the physical outcome of these real elements and are not subject to RNG software manipulation. Live game results are final once the game round is completed and the dealer announces the outcome.
In the event of a technical malfunction, disconnection, or error during a game round, openph will endeavor to resolve the issue by reference to the game log. If a definitive outcome cannot be determined from available records, the affected round(s) will be voided and the wager(s) returned to the Player's balance. Winnings declared on the basis of a malfunction are not valid and will not be paid. openph's game log is the authoritative record for dispute resolution purposes.
The following conduct is strictly prohibited on the openph Platform. Any Player found to have engaged in prohibited conduct may have their Account suspended or permanently closed, all balances and pending winnings forfeited, and the matter referred to PAGCOR and/or Philippine law enforcement authorities as appropriate:

You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the Platform for personal entertainment purposes only. You may not reproduce, modify, distribute, publicly display, reverse engineer, or create derivative works from any part of the Platform or its content without openph's prior written consent.
To the fullest extent permitted by applicable Philippine law:
Nothing in these Terms limits openph's liability for death or personal injury caused by negligence, fraud, or any other liability that cannot be lawfully excluded under Philippine consumer protection law.
openph reserves the right to suspend or restrict any Account at any time, with or without prior notice, where it has reasonable grounds to believe that: the Account is being used in breach of these Terms; the Account holder has provided false information during registration or KYC; suspicious or fraudulent activity has been detected; or suspension is required to comply with PAGCOR requirements or applicable law.
openph may permanently close an Account and forfeit all associated balances (including Real Money Balance, subject to Philippine consumer protection laws) where a material breach of these Terms is established, including but not limited to: confirmed underage gambling, confirmed identity fraud, confirmed bonus abuse, confirmed money laundering activity, or repeated prohibited conduct following a prior warning.
You may close your Account at any time by contacting [email protected] and requesting account closure. Prior to closure, any Real Money Balance remaining in the Account (after deduction of any bonus funds that have not met applicable wagering requirements) will be refunded to your verified payment method, subject to standard KYC verification requirements and minimum withdrawal thresholds.
openph reserves the right to amend, update, or replace these Terms & Conditions at any time. Notice of material amendments will be provided to registered Players via email to the registered email address and/or via a prominent notice on the Platform, no less than seven (7) days before the effective date of the change, except where immediate amendment is required by PAGCOR directive, applicable law, or urgent security concerns.
Continued use of the openph Platform after the effective date of any amendment constitutes acceptance of the revised Terms. If you do not agree to the amended Terms, you must cease using the Platform and may request Account closure in accordance with Section 14.3.
These Terms & Conditions and any dispute or claim arising out of or in connection with them (including non-contractual disputes or claims) shall be governed by and construed in accordance with the laws of the Republic of the Philippines.
Any dispute arising from these Terms or your use of the openph Platform shall first be submitted to openph's internal dispute resolution process by contacting [email protected]. openph will endeavor to resolve all disputes within fifteen (15) business days of receipt of a written complaint.
If a dispute cannot be resolved through openph's internal process, Players may escalate the matter to PAGCOR's Player Dispute Resolution mechanism, as applicable under PAGCOR's regulatory framework. Disputes that remain unresolved following regulatory intervention may be referred to the appropriate courts of the Philippines, which shall have exclusive jurisdiction.
